What delegating actually paid, read from each validator’s own StakeCredit ledger. Every rate here is measured — the contract records what reached the delegators’ pool, with the commission already taken out of it.

Each validator's StakeCredit contract keeps a daily record. Nothing is published before one has been read — a rate computed from no ledger entry would be a model, not a measurement.
