What the bar is
Attainment is reported as the highest rung a provider actually cleared — 99.99%, 99.9%, 99.5%, 99% or 95% — rather than as a pass or a fail against one number. A single threshold says little: at 99.9% almost every free endpoint fails, and at 99% almost everything passes.
Where too few requests were eligible to judge, the answer is not enough data, never a failing grade. A provider we barely sampled and a provider that failed are different findings, and collapsing them would publish the second when the first is true.
What each provider promises in its own words, where it promises anything, is on its own page. In this set exactly one publishes an uptime SLA, and it covers a paid product rather than the endpoint measured here.
